- specific learning disabilities
- speech or language impairments
- mental retardation
- emotional disturbance
- multiple disabilities
- hearing impairments
- orthopedic impairments
- visual impairments
- autism
- combined deafness and blindness
- traumatic brain injury
- other health impairments
