Resource Needs for California's English Learners
Organization: University of California Linguistic Minority Research Institute/ Patricia Gándara and Russell W. Rumberger
Linguistic minorities are students who come from households where English is not the main language spoken. Most of these students do not come to school proficient in English. There is a learning gap between many linguistic minorities and native English speakers that can persist throughout school. Most linguistic minorities require additional resources and support to be successful in school.
