Out-of-School Immigrant Youth
Organization: Public Policy Institute of California / Laura E. Hill and Joseph M. Hayes
This report considers the approximately 265,000 out-of-school immigrant youths (OSYs) in the state of California. This demographic is defined as individuals between the ages of 13 and 22 not currently enrolled in a school and without a high school diploma or GED. OSYs face many hardships, including high rates of poverty, lack of access to health care, and low incomes. Even though they do not have access to educational resources, OSYs remain a group of individuals who are very eager to both learn English and obtain their GEDs.
